David Damus
Chief Executive Officer

Motor Parks’ management team is headed up by our Chief Executive Officer, David Damus. Mr. Damus spent 11 years with System Property Development Company, Inc. and System Parking, Inc., before he left to become the Chief Executive Officer at the L&R Group of Companies (“L&R”) from 2003 to 2010. While at L&R, Mr. Damus grew the Company from a regional parking operator to one of the nations’ leading operators through brands that include Wally Park, Five Star Parking, System Parking, Network Parking and Joe’s Auto Parks in 33 cities throughout the United States. While at L&R, Mr. Damus oversaw the construction of new, state of- the -art parking facilities in San Diego, California (650 vehicles) and Seattle, Washington (1,800 vehicles).

Mr. Damus has been a parking veteran for over 20 years. With original roots as a real estate attorney, he has completed well over a billion dollars in real estate and parking transactions throughout his career. With his leadership, Motor Parks has a “hands-on” executive with a team of some of the “Best in Class” from the parking industry and the resources to provide outstanding parking management and consulting services to clients from coast- to- coast.


Thomas P. Phillips
Vice President, Director

Mr. Phillips has been in the parking industry since 1952. He has served with System Parking and its related companies as District Manager, Regional Manager, Vice President, and President and CEO of all its companies. He served as the Chief Executive Officer of System Parking, Inc. from 1973 until 1993. He has served on the Board of Directors of System Parking and System Property Development Company since 1973.

Mr. Phillips is considered one of the leaders in the parking industry, being the first recipient of the Lifetime Achievement Award of The National Parking Association, where he served on the Executive Committee in excess of 15 years. He was also the President of The California Parking Association for eight years. Mr. Phillips completed his Business Administration studies at DePaul University in Chicago, Illinois.


Tom Kanngiesser

In 1966 Mr. Kanngiesser began his career with System Parking, Inc. in Louisville Kentucky. During his tenure at System Parking, Inc., he held the positions of Division Manager, Regional Manager, Vice President of Operations as well as President. As President his responsibilities included the management of the parking operations in more than 600 locations throughout all regions of the United States. Mr. Kanngiesser was elected to the position of President of the National Parking Association (NPA) in October of 1997 and was promoted to Chairman of the Board of Directors in October 1999. He served on the Board of Directors for over twenty five years. He has served as a member of the Executive Committee for over ten years and was treasurer of NPA for four years. In 1992, Mr. Kanngiesser received the National Parking Industry’s (NPA) Distinguished Service Award and Chairman’s Outstanding Service Award in 1994.

Mr. Kanngiesser has attended Spencerian College and De Paul University and served a tour of duty during the Vietnam War. He has served on the Board of Directors of a number of non-profit corporations as well a civic organizations and committees.


Cindy Holdorff
Chief Financial Officer

Cindy Holdorff is the Chief Financial Officer of Motor Parks, LLC. Prior to joining Motor Parks, she worked as a forensic accountant specializing in business litigation. She was a Partner at the litigation accounting firms Simpson & Company and White, Zuckerman, Warsavsky, Luna & Hunt. Cindy’s prior experience includes working in the Litigation Services practice at Coopers & Lybrand, now known as PricewaterhouseCoopers, where she specialized in forensic accounting and damage claim analysis. She has also worked as an internal auditor at the Southern California Gas Company.

Cindy has a Masters of Accountancy from the State University of New York in Ithaca and Bachelor of Science degree in Accounting from the University of Southern California. She is a Certified Public Accountant.


Jeffrey Griswold
Vice President

Jeff Griswold began his career with System Property Development Company, Inc. in 1997. Mr. Griswold serves as the Corporate Secretary for two corporations and is a corporate officer and the Vice President of Operations for System Property Development Company, Inc. He actively participates in the real estate acquisitions and sales, property development, legal issues, management and day to day oversight for all of Motor Parks operations. Mr. Griswold majored in Political Science at the University of Georgia, and is a member of the Central City Association, the CCA Executive Committee, and the National Parking Association.


Alex Pilavjian
General Counsel

Alex Pilavjian serves as General Counsel for System Property Development Company, Inc. and Motor Parks, LLC. Mr. Pilavjian oversees all legal matters related to real estate transactions, management and development, contract negotiation, compliance and employment issues. Mr. Pilavjian earned his Bachelor of Science in Business Administration and Finance from California State University Northridge and Juris Doctor with Concentration in Corporate Law from Loyola Law School, Los Angeles. Mr. Pilavjian is admitted to the California State Bar.
